Controversy Over Ranmal Kodithuwakku’s Appointment Amid Human Rights Allegations

The Sri Lanka Police recently introduced structural changes, including the establishment of a new Central Criminal Investigation Bureau. This unit, aimed at improving crime investigations, will be overseen by Senior Deputy Inspector General (SDIG) Ranmal Kodithuwakku, who heads the Crime and Traffic Division. However, his appointment has sparked public criticism due to past human rights allegations against him.

 

Allegations of Torture and Rights Violations
In 2000, Kodithuwakku, then an Assistant Superintendent of Police (ASP), was accused of torturing Nimal Silva Gunaratne at the Panadura Police Station, resulting in Gunaratne losing vision in one eye. He was reportedly detained for nearly three weeks without being presented in court. Gunaratne later filed a fundamental rights petition, but while the Supreme Court ruled against three police officers, Kodithuwakku was not found guilty. Human rights organizations have, however, linked him to the case.

Threats Against a Human Rights Official
In 2002, Nimal Punchihewa, a  former Sri Lanka Human Rights Commission official, accused Kodithuwakku of aggressive behavior and threats during an investigation. Although he later apologized, the incident raised concerns about his conduct.

Assault Allegations in 2021
In 2021, a video surfaced showing Kodithuwakku allegedly assaulting a man, Mishara Ranasinghe, who was later taken to the Kiriella Police Station. Ranasinghe has since filed a fundamental rights petition in the Supreme Court, claiming physical and verbal abuse, including threats of sexual violence. The case is set for a hearing on March 4, 2025.

Missing Medical Records and Investigation Discrepancies
Ranasinghe’s legal team has presented video evidence of the assault, despite the police’s Special Investigations Unit claiming no such incident occurred. Additionally, his medical report listed 13 injuries, yet hospital records of his treatment have reportedly disappeared. The police’s travel logs also contradict Kodithuwakku’s court affidavit regarding his whereabouts at the time of the incident.

Public Backlash Over Appointment
Despite these serious allegations, Kodithuwakku has been given a key investigative role. Many question whether an officer with such a controversial history should be entrusted with leading high-profile crime investigations. His appointment has led to widespread debate on police accountability and human rights in Sri Lanka.
